My understanding is that the area in question is referred to as Col. Vincente Guerrero Parte Alto. It's basically in the hills behind downtown that overlooks the bay in Zihuatanejo. There are roads that go there as well as public transportation. These hills are already (legally) built on and the land in question is at a slightly higher elevation.
