Playa Manzanillo was quite calm whenever I've been there. We snorkelled from a panga anchored in the cove, rather than from the beach. It might be suitable for children if they're very comfortable in the water. It would probably be a good idea if they wore inflatable vests. I know I enjoyed snorkelling when I was 7, but I think I was still learning how to swim at 5. I have to confess that was more than a few decades ago ...
